In my review of many photography sites i have seen many photographers using isp accounts you know http://www.aol.com/~myaccount whilst this is cheap - mostly comes free with a dial up of cable account it does have numerous drawbacks such as search engines don't really like them they are hard to remember - you can't use databases or cgi or php scripts usually.
Now web hosting is cheap you can get a very well appointed account for less than $10 per month (US) - you can also get free webhosting usually with banners which can also be a pretty good way of getting a web presence without cost but usually with good bandwidth and space - i won't go into details of what to look for here i will save that for another post but here are a few suggestions for webhosts i have used in no particular order of preference but they have in my experience been reliable provided reasonable support.
Try http://www.ephotostores.com you can build your own site in about 20 min. The site use is free untill we get the system fully runing. Look at my site http://www.proactionphoto.com it was put togather in about 1 hour. We need feed back from other photographers on fuction and templetes. Let me know what you think.
